Some do take this view, but both philosophers and anthropologists have argued quite well that technology is not neutral in that human values are applied to technology. This is termed as axiological design. There is a large corpus of research and evidence that technology is not neutral by philosophers, anthropologists and sociologists. Computer scientists often take the view that tech is neutral, especially in some Silicon Valley movements as they feel assigning values to technology would impede innovation and progress.
